The Aberdeen Budget: We're broke, son!

The City of Aberdeen will unveil its fiscal year 2010 budget to the public next week (Tuesday, September 8). What does this budget mean for Aberdeen and its citizens? This is probably the most important budget the city has ever implemented.With the nation in economic turmoil, the City of Aberdeen is feeling the sting of the recession — in a major way.I’m not certain what percent Jimmy Clark’s car dealership contributed to the sales tax base, but I do know Aberdeen’s sales tax revenue was down 50 percent from June 2008 until June 2009. This is the reality of the restructuring of the auto industry.Another fact to consider is according to Mayor Jim Ballard, the city is over budget for the year almost $250,000 — that’s a quarter of a million dollars, folks. It is not some made up number floating in the air — it is a very real figure. This means the city owes itself $250,000. How do you come back from this?There are only two choices — you cut departments or you raise taxes.Raising taxes on the citizens of Aberdeen at this point would be ridiculous — the property resale value on most homes in Aberdeen is plummeting, so why expect the citizens to pay more money on something that’s diminished in value. Plus, only approximately 48 percent of the people in Aberdeen are landowners and pay property taxes — why place more of a burden on them? They are already funding a majority of the city’s departments and programs.

So, that leaves cuts in departments and personnel as the only option. Oh, before we get into that, the previous administration of the city borrowed money from itself and did not pay it back, so the city was already facing a deficit when it prepared the 09 budget — and this was before the economy collapsed. So, they robbed Peter, Paul, Ringo, John and Judas to make the 09 budget.

Anyway…

Do you cut the police and fire departments? These are your first responders — these are the people who going to be the one’s to possibly save lives. Plus, the police department is already short five officers according to Police Chief Henry Randle. How you can trim a department that’s already in crisis? You can’t, I don’t think.People have to have water and electricity, so that’s out of the question. Plus, the electric department’s budget was passed in July.The city’s sanitation and cemetery departments are horrible and a huge joke — there’s not much left to cut there, anyway.The street department may see some cuts due to the fact that some of the aldermen are gunning for department head Lee Cooper, but I’m not certain what there is to trim.Oh, and then there’s the park and recreation department, but you aren’t allowed to EVER make criticisms or suggestions about that department because if you so do, you are automatically a racist and “don’t care about the kids.”I fully expect this department to receive full funding and a possible budget increase. Maybe the kids, and the adults that according to the Mississippi Department of Education abused the controversial and coveted summer programs, could be hired to fill in some of the vacant spots in the city? So, where does Aberdeen make the cuts or will it matter? I predict the city will be bankrupt by mid-2010. We shall see.

this when you find out what type of mayor, department heads do you realy have. Now its belt tighten time and gut check. Not the aldermen micro manging each department either. But department heads mange your area. cut personal if needed be but make sure you are doing your JOBS

UPDATE: WE WERE 200,000 OVER BUDGET A MONTH AGO, BUT MAYOR JIM BASTERD SAID IT WOULD WORK OUT, NOW WE ARE 400,000 OVER BUDGET, WHEN DOES IT WORK OUT DUMB ASS?

I was just reading the article about the city of Aberdeen's budget and i have to be honest about this.YES we all need electric but i have seen several workers just standing around while only 2 are working !!!! Please tell me why this is allowed ? WASTED MONEY (Get it)

It has and will always be my understanding that if you are at work you should be working not looking to some of the people on the electric department payroll this is a lesson you should take. Then maybe we will not be out of the money and maybe just maybe Aberdeen might be alright oh ya and i forgot with the thief out of that department we should be better anyway .

Aberdeen has been on a rapid decline for the past decade or so. It's sad to see a city fail especially one that has so much history as Aberdeen. I believe corruption is the main contributor for Aberdeen's decline, and it starts with the citizens. Citizen corruption is drying up it's local economy and jobs. Wal-Mart, Pizza hut, Walls and Holley's are a few businesses to name that have been put out of Aberdeen due to employee corruption. It's just sad to see.

Why has Aberdeen fallen apart. Because the people who live there, have failed it.

The city needs to be under marshal law, the police departmet doesn't have the manpower to carry out the needs of the city. All the city positions are corrupt. Why hasn't some one contacted the Attorney General's office to find out what is really goning on in the city. There must be something wrong. There must be something that can be done, who is there to help the citizens. Stand up Aberdeen, demand you rights and see that you get them.

Once again Aberdeen is in the news for negative doings.You know this new mayor is really not liked in this city. Since when have all city officials have gotten into a verbal argument with the mayor.People say that they can't see anything that Cecil Belle has done during his term.I can't see anything that this mayor is doing but causing a lot of turmoil in our city. All I ever see this man doing is eating eating and eating at a restaurant that is known for satisfying their own kind.Aberdeen needs to move forward, a lot of the district leaders need to come up with a plan instead of leaning back in their chair being all cool and collective when the camers cathes a glimpse of them.

How about a 4-day work week? How about a cut in salaries and wages? Naw..lol..ain't nobody gonna do that, are they? Just follow ANY city work crew and notate the laziness and lack of production. There's way too much 'gimmee, gimmee'. The Mayor and Cooper are in over their heads. Aberdeen needs qualified leaders that have balls enough to REALLY supervise the employees, fire the one's too lazy to work. But (sigh) that won't happen either. Oh well, if they don't care, why should I?

Good idea anonymous. Nurses have to do the jobs of other disciplines. We work short-staffed every day. Why can't the mayor get out and take care of the grass?

Why not make the people who are on the city payroll work. The cemetary is a disgrace!!! It never looked this way when Jessie Tate was the departmetn head. I guess it has to do with respect. The present dept head has never had respect for anything or anyone living much less our dear departed loved ones.

I went to the Aberdeen City budget working session tonight. The Aldermen and Mayor met for 3 hours. They all agreed on cutting the first $60,000. They have about $180,000 more to cut. They agreed to meet again Tuesday morning at 10:00 am to balance the budget. The budget public hearing is at 5:00 pm Tuesday night. The new City accountant has an impossible task. I pray for her and our City. Any mention of cutting jobs or services was not met with much enthusiasm. They have a lot of work to do and not much time to do it. See you Tuesday night.

WHY WHY WHY can't we get the electric department straightened out and collect that money owed. Surely to goodness we could make a little there!

WHY WHY WHY do we have so many city owned autos, even if they are worthless, if the city didn't have them, they would not have to put gas in them or insure them!

WHY WHY WHY do we hire summer workers? I personally saw one on maple street going towards Mattox, laying down asleep on the sidewalk. I woke him up when I locked my car door. He got up and walked to the city truck parked on commerce, got in and drove off.

WHY WHY WHY Cant every one participate in personal responsibility and keep your street gutters clean, and trash picked up, so when it rains the streets don't flood, and the city want have to pay to get the sewers cleaned out, which by the way was done 2 years ago, and didn't work.

and who pays for the electric departments coffee run to McDonald's every morning? Is that on the city tab? Seems to me a coffee pot and a can from Food Giant is way cheeper than McD's. It is for me!

When I first moved back to Mississippi, there used to be a cop right past the bridge, catching speeders up and down 45 where is he? Why can't we catch all the speeders, the driving with no isurance peeps, the guy in the wheel chair rolling down commerce (as I type)etc and collect fines. They are breaking the law! Can't we get increased revenue for that?

Maybe we should set up a toll booth at the two aberdeen exits.

PERSONAL RESPONSIBILTY, MUNICIPAL RESPONIBILITY!

MAYBE if the 3 kings would actual work for the common good of Aberdeen, we could be on the news for something positive for a change.

Now thats a CHANGE I could believe in.
